Football has no room for discrimination of any kind. The FA is committed to promoting equality and eliminating discrimination based on protected characteristics including race, gender, sexual orientation, disability, religion, and age.

Penalties

Minimum 6-match ban for discriminatory conduct, with potential for lifetime bans in serious cases. Fines, education requirements, and stadium bans may also be imposed. Repeat offenders face increasingly severe sanctions.

Detailed Information

The FA Rule E3 prohibits any conduct that is improper or brings the game into disrepute, with specific provisions for discrimination:

1. Protected Characteristics

The following characteristics are protected: race, colour, ethnic or national origin, nationality, religion or belief, sex, gender reassignment, sexual orientation, disability, and age.

2. Aggravated Breaches

Any breach where the conduct includes reference to a protected characteristic carries enhanced penalties. This is known as an "aggravated breach" and is treated more seriously.

3. Scope of Application

The rules apply to all conduct whether on the field of play, in the stands, in the dressing room, or online via social media and other digital platforms.

4. Reporting Mechanisms

Incidents can be reported via the Kick It Out reporting app, directly to The FA, or through club and match officials.

5. Education and Support

Mandatory education programs are available for participants found in breach, and support is provided for victims of discrimination.

How to Report Discrimination

  • Kick It Out App: Download and use to report incidents anonymously
  • Match Officials: Report to the referee or fourth official during matches
  • Club Officials: Report to your club's designated equality officer
  • County FA: Contact your local County FA
  • The FA: Report directly via The FA's online reporting system
  • Police: Report hate crimes to the police if criminal conduct is involved

Creating an inclusive environment is everyone's responsibility. All participants should:

  • Treat everyone with respect and dignity
  • Challenge discriminatory behaviour when it's safe to do so
  • Report incidents through appropriate channels
  • Support victims of discrimination
  • Educate themselves about different cultures and perspectives
  • Be an ally to those from marginalised groups
