Player Representation & Transactions
Football agents must be registered with The FA and comply with regulations governing player representation, contract negotiations, and transfer activities. The FIFA Football Agent Regulations came into force in 2023, establishing global standards for agent conduct.
Unregistered activity and regulatory breaches can result in fines, deregistration, and transaction sanctions. Clubs and players who use unlicensed agents may also face penalties including fines and transfer bans.
The FA Football Agent Regulations establish the framework for agent activity in England:
1. Registration Requirements
All agents must pass the FIFA Football Agent Examination and register with The FA. The exam covers regulations, contract law, and ethical standards.
2. Representation Agreements
Written contracts are required between agents and their clients, with clear terms regarding the scope of representation, duration, and fee arrangements.
3. Fee Caps and Disclosure
Agent fees are subject to caps in certain circumstances and must be disclosed in all transactions. Fee arrangements must be transparent and documented.
4. Conflict of Interest
Strict rules govern representing multiple parties in the same transaction. Dual representation requires informed consent from all parties.
5. Minor Players
Additional protections exist for players under 18, including requirements for parental consent and restrictions on contract terms.
